초록

본 연구는 혼합복점 Cournot모델에서 기업들이 생산과정에서의 오염물질(pollutant)을 발생시키는경우, 선도자-후발자 관계의 내생적 결정문제를 다룬다. 먼저 정부에 의한 환경세 도입이 없는 경우이다. 민간기업 오염배출비율이 높은 수준에서는 동시선택(simultaneous move) 이, 중간수준에서는 공기업 선도자(public leadership)가, 그리고 낮은 수준에서는 복수균형으로서 순차게임이 균형에서 나타난다. 이는 혼합과점 쿠르노 경쟁에서 순차게임이 내쉬균형 임을 밝힌 Pal(1998)의 연구결과와 대비된다. 민간기업 오염배출이 낮은 수준에서는 공기업보다 민간기업이 선도자 지위에 있는 것이 높은후생을 제공한다. 정책적으로는 민간기업 오염배출비율이 높다면 공기업이 시장에서 선도자지위를가지도록 유도하며 반대로 낮은 경우에는 민간기업이 선도자지위를 가지도록 유도함이 바람직하다. 정부에 의해 최적 환경세가 도입되는 경우, 동시선택 또는 공기업 선도자가 균형에서 나타나며 이때시장에서의 기업역할에 관련되는 시장구조에의 정책개입은 불필요하다.

Abstract

This paper examines an endogenous timing game in a mixed duopoly wherein environmental damage is associated with production. Suppose that there is no environmental tax by the government. In this case, if private firm’s emission ratio is relatively high (resp. low), then simultaneous-move (resp. sequential-move) emerges in equilibrium. This contrast sharply with Pal (1998), which demonstrated that sequential-move emerges in mixed oligopoly with Cournot competition. In addition, when the emission ratio of the private firm is relatively low, private leadership rather than public leadership provides higher social welfare. However, when optimal environmental tax is levied, then either simultaneous-move or public-leadership emerges in equilibrium and no government intervention is required with respect to leader-follower relationship.
