본 연구에서는 외환위기 이후인 1998-2019년 기간 중 우리나라 16개 광역시⋅도의 1인당 지역내총생산수렴 현상을 분석하였다. 이를 위해 16개 지자체 자료를 균형패널로 구성하여 사용하였다. 모수적⋅비모수적 분석 방법을 다양하게 적용하여 추정한 결과, 시그마 수렴, 베타 수렴, 소득분포의 동학적수렴, 그리고 감마 수렴 모두에서 우리나라의 지역 간 소득수렴 현상이 나타났다. 특히 지역균형발전의 중요성이 커지고 있는 점을 고려하여 분석기간을 전반기(1998-2011년)와 후반기(2012-2019년)로나누어 분석한 결과, 시그마 수렴에서는 전반기보다 후반기에 소득수렴 현상이 두드러지게 나타났다. 시⋅도별 제조업 부가가치 비중으로 지역 이질성을 통제한 조건부 베타 수렴에서도 전반기보다 후반기에 수렴 속도가 더 빨랐던 것으로 나타났다. 소득분포의 동학적 수렴과 감마 수렴에서도 소득수렴결과를 얻었으며, 특히 감마 수렴에서는 시⋅도간 소득 변동성이 최근 둔화하는 모습을 발견하였다. 그러나 이러한 결과가 정부 정책의 방향에 주는 시사점은 확실하지 않다. 1인당 지역내총생산에서최상위권을 차지하는 울산과 충남 지역의 소득이 2010년대 들어서면서 타 지역과 비교할 때 정체상태를 보이거나 하락 추세로 돌아섰기 때문에 발생한 순전히 통계적인 결과일 가능성도 완전히배제할 수 없기 때문이다.
Abstract
We test the income convergence hypothesis with the 16 metropolitan regions in Korea during the 1998-2019 period. This paper differs from the previous studies in that (i) Ulsan’s data was explicitly included in the balanced panel data set for the entire period and (ii) we applied four parametric as well as non-parametric methods: Sigma-convergence test, absolute and conditional Beta-convergence tests, and Gamma-convergence test, and dynamic analysis of income distribution density functions. We found that the regional income has converged in Korea during the 1998-2019 period for all the test measures and the convergence speed was faster in the second half period (2012-2019). The conditional Betaconvergence test with manufacturing sector’s value-added used to control regional heteroskedasticity also confirmed faster income convergence in the second half period. It is uncertain how much the ‘Balanced Regional Growth and Development’ policy has contributed in narrowing the income gap among regions. For the worst case, these income convergece results might be just a statistical illusion generated by stagnated growth in Ulsan and Chungnam areas since 2010.
