우리나라 지역 인적자본 추정과 지역경제 성장요인 분석

초록

본 연구는 지방자치 단체장 선출로 지방자치제도가 본격적으로 실시된 1995-2005년간 우리나라 15개 광역자치단체를 중심으로 인적자본을 추정하였으며, 패널자료를 이용하여 외환위기와 인적자본이 지역경제 성장과 수렴속도에 미친 영향에 대해 실증 분석하였다. 실증분석에 앞서 계산된 인적자본은 지난 11년간 지속적으로 성장해 왔으나 수도권으로의 집중현상이 나타났으며, 수도권 집중은 해소되지 않고 오히려 증가한 것으로 나타났다. 실증분석 결과 외환위기는 지역경제 성장에 음(-)의 영향을 미쳤으며, 외환위기를 감안하지 않은 모형보다 외환위기를 감안한 모형에서 지역경제의 수렴속도가 감소하는 것으로 나타났다. 또한 1인당 인적자본 투자율은 1인당 물적자본 투자율보다 지역경제 성장에 더 큰 양(+)의 영향을 미친 것으로 나타났으며, 지역경제의 수렴속도를 빠르게 하는 것으로 나타났다. 따라서 본 연구에서 추정한 인적자본 변수는 지역경제성장과 수렴을 설명하는 유용한 변수로 실증되었다.

Abstract

This paper measured human capital of 15 local government of the Korea during 1995~2005 years, and did empirical test about effect that foreign exchange crisis and human capital gets to regional economic growth and the convergence speed using neoclassical growth model. According to empirical analysis result, foreign exchange crisis exerted negative(-) influence on regional economic growth, and model that consider foreign exchange crisis decreased regional economic convergence speed than model that do not consider foreign exchange crisis. Also, per 1 person human capital investment rate exerted positive effect that is more to regional economic growth than per 1 person physical capital investment rate, and made regional economic convergence speed fast.
