Abstract
The purpose of this study is to compare the networks of educational service system among Japan, France, and the United States, which include basic system, communication, and function. The study methods are the literature review and survey. The results are as follows; The first, the networks of educational service system are very hierarchical and centralized in Japan. But each organization supports teaching and learning in the classroom through unique plans, according to national direction. In the United States, each educational service center in the district provides schools with resources independently, being supported from the regional team in state department of education. In addition to it, there are various institutes not funded by government to support classroom instruction. The second, communication among the networks of educational service centers is similar one another in terms of contents and methods. Especially, in Japan, the staff in higher level visits to teachers’ meeting to communicate. In France, with face-to-face meeting, people involved to networks communicate one another through e-mail other than phone-call and post mail. There is a special staff in charge of communication at an organization in the United States. Finally, the function of network is so active among staffs at the higher and lower level in Japan. Even though there are seldom functional activities in France, the national center leads the rest of centers in the lower level, therefore, networks’ functions are stable and consistent. Unlike in the other nations, networks’ function in the United States is so inactive, but individual center and school in district is in charge of it independently.
