대구지역 안경테 산업의 생산성 및 효율성 변화 분석

본 연구는 대구지역 안경테 산업의 총요소생산성과 기술적 효율성이 어떻게 변화했는지 실증적으로 분석한다. 대구는 안경테생산의 집적지로 알려져 있으나 최근 경쟁력을 상실하고 있다는 지적이 많다. 지난 몇 년간 대구 안경테제조산업의 경쟁력을 높이기 위한 여러 가지 지원이 있었는데 그 성과를 평가할 필요가 있다. 2005년과 2008년 설문자료를 분석한 결과 그 동안의 많은 정책적 지원에도 불구하고 총요소생산성이 개선되었다는 증거를 찾을 수 없었다. DEA기법을 이용한 기술적 효율성 분석에서는 지역 안경테제조업체의 기술적 효율성이 대단히 낮을 뿐만 아니라 시간 경과에 따라 효율성지표가 급격하게 떨어지고 있음을 발견했다. 기술적 효율성 하락의 원인으로는 악화되고 있는 규모의 영세성이 큰 요인으로 작용한다는 것을 밝혔다. 이와 같은 결론은 대구 안경테산업을 위한 정책방향을 암시한다. 우선 인수합병 등 구조조정을 활성화해 기업의 규모를 키울 수 있는 정책이 필요하다. 다음으로는 한국안경산업지원센터를 통해 기술지도를 더욱 강화할 필요가 있다.
Abstract
Daegu city has been viewed as one of the biggest production sites of eyeglass frame in Korea. But it is pointed out that the industry is loosing competitiveness in recent years. In order to obtain policy implication for reviving the industry we investigate changes in productivity and technical efficiency of eyeglass frame industry in Daegu city. Estimation of production functions, using 2005 and 2008 survey data, shows that there is no evidence of improvement in total factor productivity during the 2005 and 2008 period. DEA(Data Envelopment Analysis) shows that technical efficiency in terms of Farrell(1957) has rapidly deteriorated, of which reason being firm size getting smaller. Our results suggest a policy direction for the eyeglass frame industry in Daegu: stimulation policy for industry restructuring as well as technology-consulting programs are in need.
