본 연구는 아동복지서비스 전달체계의 복지혼합을 아동권리 보장의 취약성에 초점을 두어 분석하고 공공의 역할을 재검토하는 것을 목적으로 한다. 1980년대를 기점으로 대부분의 선진복지국가들에서 민영화가 확산되었다. 우리나라 아동복지영역도 예외는 아니다. 우리나라에서 민간의 복지참여는 주로 민간위탁과 바우처 두 가지 방식으로 진행되었다. 서구의 민영화와 달리 우리는 정부가 공급하던 서비스를 민간에게 이전하기보다 당초 서비스 시작부터 민간이 이를 공급하도록 하는 방식으로 진행되어 왔다. 최근에는 민영가중의 형태를 띠고 있다. 우리나라에서 민간위탁은 경쟁에 입각하여 운영되지 않고, 공정한 위탁과정이 확보되지 못하며 서비스 질 보증 실패, 비용 절감의 효과 부족이라는 평가를 받고 있다. 또한 바우처도 민간위탁과 유사한 평가를 받고 있으며 전문적 지식과 경험을 바탕으로 하는 서비스의 경우에는 수요자의 권리를 더욱 실현하기 어렵다는 비판을 받고 있다. 이러한 제 현상이 아동복지서비스 영역에서 전형적으로 나타나고 있다. 본 연구에서는 이러한 변화로 아동의 권리가 취약해지는 환경을 재확인하고 아동의 권리를 보장하기 위하여 필요한 공공의 두 가지 역할‒아동복지서비스 공급에서의 일정 수준 이상으로 참여하여 진정한 경쟁을 확보하는 것, 선정과 배치 등에서 공공의 기능을 강화하는 것‒을 제언하였다.
Abstract
The purpose of this study is to examine the issue of welfare mix and the role of the public sector in child welfare service from the perspective of the rights of the child. Since the 1980’s the privatization of welfare system has proliferated in most developed countries and it is no exception to the child welfare sector in Korea. Privatization of welfare system in Korea has mainly occurred in two types, entrustment to private agencies and voucher. Compared with the western privatization process which transferred roles of service provision from the government to the private sector, the Korean government allowed the private sector to provide welfare services from the beginning stage. Moreover, the services delivered by the private sector are rapidly increasing in recent years in Korea. The entrustment to private agencies is not perfect competitive sourcing process, and does not ensure the credible entrustment process. As well, it is noted that poor service quality evaluation and cost cutting in the entrustment process had caused violation of expected effect of privatization. For the case of voucher, it is criticized as being insufficient for ensuring or improving consumer rights. Therefore, this study suggests that in order for the public sector to carry out its responsibilities as a public sector, the public sector needs to strengthen its role and to alleviate the negative impacts of welfare mix. It is needed to keep public sector participation at certain level, and to allow the public sector to compete with the private sector. The public sector also needs to development more elaborate service evaluation criteria, and also private participation should be allowed in policy planning. And the public sector should coordinate and strengthen its roles to perform functions of selection and placement as a network hub for child welfare service delivery.
