기본소득의 경제학: 기본소득과 노동공급의 관계에 대한 문헌 연구를 중심으로

초록

기본소득에 관한 엄밀한 경제학적 분석은 비교적 최근에 시작되었다. 본 논문은 기본소득 도입의 효과를 다룬 최근의 이론 모형들과 관련된 실증 분석 결과를 소개한다. 이론 모형들은 기본소득의 크기, 재원조달 방법, 기존 복지 제도 존폐 여부에 따라 노동, 고용, 산출량에 대한 장기적 영향이 상이할 수 있음을 보여준다. 기본소득이 전면적으로 실행된 국가는 없기 때문에 실증분석은 주로 제한된 환경 하에서 기본소득이 도입될 경우 노동공급이 어떻게 영향받는 지를 살펴보는 방식으로 진행되고 있다. 그러나 아직까지 뚜렷한 결론에는 이르지 못한 상태다. 논문은 기존의 선별적 복지제도와 기본소득이 경제의 효율성에 미치는 비교 연구의 필요성, 그리고 모형에 반영되고 있지 못한 현상들에 대한 충분한 논의가 필요함을 지적한다.

Abstract

This paper surveys recent theoretical and empirical research on the economic consequences of the introduction of universal basic income (UBI). Simulation results based on dynamic general equilibrium models show that the long-term effects of UBI on labor, capital and output may depend on the magnitude of basic income, financing method, and the presence of existing means tested benefits. Empirical evidence on the effect of UBI on labor supply is also inconclusive. This paper discusses potential extensions of existing models to incorporate recent changes in the economic environment such as polarization in income and asset, involuntary unemployment, and automation to properly analyze the effects of UBI.
