덴마크의 실천적 시민교육에 관한 고찰: 그룬트비의 평민교육사상을 중심으로

본 연구는 그룬트비의 평민교육사상이 덴마크의 실천적 시민교육으로 어떻게 구현되었는지를 살펴봄으로써 시민교육이 보편교육으로 자리 잡기 위해 필요한 교육적 요인을 모색한다. 덴마크 시민교육의 특징 중 하나는 어린이부터 성인까지 전 연령을 아우르는 다양한 교육기관에서 시민교육을 실천하고 있으며 그 바탕에 그룬트비의 평민교육사상이 자리하고 있다는 점이다. 그룬트비는 국가 중심의 일방적 교육이 아니라 민주주의의 근간이 되는 평민의 삶을 위한 공감과 소통을 바탕에 둔 평민교육이 필요하다고 주장했다. 그것이 바로 평민교육사상의 출발점이 된다. 본 연구를 통해 그룬트비의 교육사상이 덴마크의 공교육 현장과 학교 밖 다양한 교육 현장에서 여러 가지 형태의 시민 교육으로 구현되고 있음을 확인하였다. 이러한 연구의 결과는 현재 우리나라의 시민교육이 정책적, 제도적 요소가 아닌 교육철학적 요소에 기초하여 형성될 필요성이 있음을 시사한다. 따라서 시민교육을 위한 교육활동 전반의 변화를 위해서는 교육철학적 토대를 마련하는 데 초점을 두어야 한다는 점을 제안하고자 한다.
Abstract
This study explores educational factors necessary for civic education to become a comprehensive education by examining how Grundtvig's thought of education for the people was embodied into practical civic education in Denmark. One of the characteristics of civic education in Denmark is that various educational institutions covering all ages, from children to adults, are practicing civic education, and Grundtvig's thought of education for the people is located there. Grundtvig asserted that education for the life of the people, which is the basis of democracy, is necessary, rather than a state-centered education. That is the education for the people based on empathy and communication. This is the starting point of the thought of education for the people. Through this study, I confirmed that Grundtvig's thought of education is implemented in various forms of civic education in public education field and in various educational fields outside of school in Denmark. Based on the results, I believe that the current citizen education in Korea should be formed based on educational philosophical elements rather than policy and institutional elements. Therefore, I would like to suggest as focus on preparing an educational philosophical basis to change the entire educational activity.
