초록

이 글은 1990년대 이후 변화된 사회적 조건, 특히 지구화의 맥락에 초점을 맞추어 지역 진보 여성운동 정치학의 재구성을 시도한다. 첫째, 이 글은 대전 지역 사례연구를 통해 지역 여성운동의 현실은 중앙 수준에서 생산된 담론과 다름을 밝힌다. 중앙 수준의 담론은 한국 여성운동이 보수와 진보 여성운동이라는 양대 구도라고 말하지만 지역현실은 새마을부녀회라는 보수적이며 발전주의에 기초하고 풀뿌리 수준에 영향력이 큰 거대한 조직과 소규모이며 풀뿌리에의 영향력이 미약한 진보 여성운동 조직 간의 불균형으로 나타난다. 둘째, 이 불균형적 구조는 고립적으로 지역 내에서 형성된 것이라기보다는 국가와 중앙 수준의 여성운동을 매개로 하여 지구적 수준의 페미니스트 여성발전 정책/이론들과 불가분의 상호 영향관계 안에서 발전해 온 것이다. 지구적 수준의 페미니스트 발전 정책/이론들은 기본적으로 아래로부터의 지구화를 지향했으나 한국에서 WID(Women in Development)는 국가발전정책과 보수여성운동과 결합되어 발전주의 이데올로기에 편입되었고, 진보 여성운동의 젠더주류화에 기반을 둔 젠더정치학은 그것이 저항하고자 했던 신자유주의적 정책에 포섭되어감으로써 위로부터의 지구화의 일부를 구성하는 역설을 보인다. 따라서 지역 여성운동이 지구화의 부정적인 영향에 저항하고 이에 개입하여 남녀평등의 민주주의를 실현하는 아래로부터의 지구화의 주체가 되기 위해서는 현재의 국가 중심적 젠더 정치학이 지역-국가-지구적 수준의 다층적 정치 공간을 포함하는 것으로 재구성되어야 한다고 제안한다.

Abstract

This paper seeks a reconstruction of local women's movement politics in S. Korea in the context of globalisation through the case of local women's groups in Taejon city. This paper explores the difference between women's movement discourses produced at the national level and the reality of local women's movements and reveals the tricky balance between the political activities towards the state politics and the daily activities with grassroots women that local women's movement activists face. It also argues that the specific structure of the local women's movements are constructed through the complex interactions between different women's movement groups and the global feminist approaches to gender and development mediated by the state development policy and women's movements at the national level. Though global feminist approaches to development originally intend to resist negative impact of globalisation, the complex interactions between the local, the national, and the global result in an irony of boosting top-down globalisation in Korean context. If the state-centred politics of the gender politics, which tends to obscure differences between local women and women's political apparatus within their personal lives, should be transformed into the new politics that accounts the multiple political spaces across the local, the national, and the global.
