초록

급진하는 전 지구화 속에서 국제이주가 국가 내, 국가 간, 지역 간의 경제적 불균등 발전에서 발생할지라도 결국은 젠더, 계급적, 인종적 관계가 복잡하게 얽혀있는 배제와 포용이 상호작용하는 정치ㆍ사회적 문제가 되고 있다. 우리나라에서는 부족한 노동력을 보충하기 위하여 1991년 외국인 노동력을 공식적으로 유입하기 시작한 후 10여년이 지났지만, 여성이주자에 대한 정책적인 관심이 상대적으로 적은 편이다. 그 결과, 이주자 집단 안에서도 최하층에 있는 이들은 가시화되지 못하고 정책의 주변부에 머물러 있으며, 이들의 경험과 이해가 제도와 정책에 제대로 반영되지 못하고 있다. 이러한 상황에서 이 글은 이주여성에 대한 우리의 이해와 인식을 증진하여 우리 사회가 현재 직면하고 있는 문제와 향후 직면할 수 있는 문제에 대한 논의를 준비하기 위한 것으로, 우리나라의 노동이주 관련 정책은 인권을 전제로 하여 이주여성들의 권리를 보호하고, 관용으로 이들의 차이와 다름을 사회적으로 수용할 것을 주장한다.

Abstract

In the acceleration of globalisation international migration has been an important issue at global, regional and national levels. Although economic imbalance within a state, between states, and between regions causes it, migration has become political and social issues in terms of inclusion and exclusion. In the situation where the number of migrants have increased protection of their rights has globally become significant policy issues. South Korea has officially accepted international labour migrants since 1991, but there are still controversies over what kind of rights and entitlements should be given to them, in particular. Academia, policy circles and civil groups have been recently concerned with labour migrants staying in South Korea. Nonetheless, policy concerns with women marginalised in labour migrant groups are relatively little. This has resulted in that women labour migrants become invisible in migration policy and fall into underclass. In this context, the paper discusses rights of women migrants, and then, argues that Korean migration policy should be shaped on the basis of human rights approaches and embrace gender, ethnic, cultural and religious differences with tolerance for their integration into the society.
