장애인복지 공공지출 수혜의 성별 격차와 영향

장애인복지 공공지출은 성불평등을 완화하는가, 아니면 오히려 성불평등을 강화시키는가? 본 논문에서는 세가지 단계의 작업을 통해 이 질문에 대답하고자 하였다. 첫 번째 단계로 장애인 복지지출의 구성과 비중을 파악하고 복지지출의 성별 할당 규모를 분석함으로써, 여성장애인이 남성장애인에 비해 공공지출로부터 할당받는 절대 지출규모가 작다는 것을 발견할 수 있었다. 또한 여성의 특화된 욕구에 대응한 여성친화적 복지지출이 극히 미미하다는 것을 발견하였다. 두 번째 단계로 장애인복지 공공지출의 성별 수혜 귀착 분석을 위하여 장애인 복지지출의 급여별 수급율과 1인당 수급액을 성별로 비교 분석하였다. 그 결과, 특히 장애연금에서 여성장애인의 수급권 배제가 발생하고 있음을 확인할 수 있었다. 세 번째 단계로는 장애인복지 지출 수혜의 성별 영향을 분석하는 작업을 통해 장애인복지 지출 수혜에 성별 요인이 어떠한 영향을 미치는가를 분석하였다. 그 결과, 장애연금과 활동성서비스에 대한 예산지출에 있어 성별은 장애인복지 공공지출 수혜에 유의미한 부(-)적 요인으로 작용하고 있음을 확인하였다. 이는 장애특성과 인구사회학적 변인을 모두 통제한 상황에서도 유효한 결과였다. 따라서 현 장애인복지 공공지출은 성불평등을 완화시키기 보다는 성불평등을 유지, 강화시키는 것으로 해석할 수 있다. 그러므로 장애인복지 공공지출이 제도설계단계부터 성인지적 관점에서 설계되고, 집행/귀착되고, 그 성과/영향이 평가되어야만 한다는 점을 제안하였다. 또한 장애인복지 공공지출이 성불평등의 완화에 기여할 수 있기 위해서는 성인지적 관점에서 성평등적 배분규칙, 여성친화적 배분 규칙, 여성우대의 적극적조치 배분 규칙 등 공공지출 배분 규칙의 특성별로 개선방안을 마련할 필요가 있음을 제안하였다.
Abstract
The study attempted to find out whether public welfare expenditures for disabled persons had reduced the gender inequality or rather further increased it through three stages of analysis. First, the study confirmed that public welfare expenditures for disabled women were much lower than tllhose for disabled men in absolute terms by analyzing gender composition of public welfare expenditures for disabled persons. This study also found out that the women-friendly expenditures earmarked specifically to meet special needs of women have been negligibly low. In the second stage, benefit ratios of welfare expenditures and per-capita benefits of disability benefits were analyzed through regression analysis. The outcome of this analysis confirmed that pension benefits for disabled women were significantly excluded. In the third stage, the study analyzed the welfare benefits to assess gender impact on benefits. The outcome of the analysis confirmed that sex element had significant negative (-) impact in disablement pension and welfare expenditures on activities. This result was found to be relevant even after taking into accounts of disability characteristics and other socio-demographic factors. The study concluded that the current welfare expenditures for disabled persons appear to have further deteriorated gender inequality rather than reduce it. From this study, we can conclude that welfare expenditures for disabled persons should be designed and carried out with full understanding and recognition of gender impact, if gender inequality would be reduced through welfare expenditures. In order to ensure that welfare expenditures for disabled persons could reduce gender inequality, it is essential that allocation of such expenditure should be made with explicit recognition of gender equality by incorporating active women-friendly policies such as gender equality allocation principle, women-friendly allocations, affirmative action programs and other policies designed to improve women’s position in welfare expenditures.
