Abstract

This study is to explore the practical relevance of same-gender preferencethesis regarding the evaluation of female managers in public organizationswhere male-dominant values still prevail. In particular, dyadic relations betweenmanagers and subordinates are paid attention. The thesis of same-genderpreference tends to be taken for granted as a reality in the Western context, yetit is uncertain whether it is the case in the Korean context. Keeping thiscontext in mind, this study seeks to find some possible answers to thefollowing questions. In what ways are female managers perceived by theirsubordinates compared to their male counterparts? Are female managersnegatively evaluated as discussed in the existing studies? Then, are there anydifferences in perception of female managers and male managers in accordancewith the dimensions consisting leadership effectiveness and leader-memberrelations in general? In what ways and to what extent does the gendercombinations between managers and subordinates work for the evaluations offemale managers? Is the thesis of same-gender preference practically validacross all the gender combinations between managers and subordinates? In order to the find the answers to the questions, a survey targeted to civil servants in the Seoul Metropolitan Government was conducted. Thedimensions of evaluation of managers are as follows: affection, loyalty, contribution, professional respect based on Leader-Member Exchange(LMX). Themulti-dimensionality allows us to seek the paths that the gender combinationsbetween managers and members work in more dynamic ways. Some intriguingfindings emerged. First, relative to male managers, female managers wasevaluated negatively in all the dimensions of leadership effectiveness and LMX. According to the manager- member gender combinations, overall evaluation wasordered as follows: male manager- female subordinate(MF)>male manager-malesubordinate(MM)>female manager- female subordinate(FF)>female manager-malesubordinate(FM). Regarding loyalty, it was ordered; male manager-femalesubordinate(MF)>male manager-male subordinate (MM)>female manager-malesubordinate(FM)>female manager-female subordinate(FF). Based on the findings,a tentative conclusion emerges; the thesis of same-gender preference works onmale manager in a certain part, whereas it is rather adverse for the femalemanagers. Moreover, it shows notably lower explanatory power on femalemanagers. The structural underlying mechanisms for the adverse effects of thesame-gender preference in evaluation of female managers were traced. Then, their implications for gender equality and the reality of female managers inorganizations were also discussed in depth.
