초록

복지국가 혹은 복지공간이라는 개념은 20세기의 유럽이 남긴 가장 중요한 유산의 하나이다. 그러나 복지국가가 남성의 얼굴을 하고 있고 복지공간에서 활동하는 대표적 행위자도 남성의 얼굴을 하고 있다는 점에 대해서는 오랫동안 침묵이 이루어져왔다. 1990년대 초반 이후 복지공간의 남성중심성에 대한 비판이 본격적으로 전개되기 시작한 가운데, 이 글의 목적은 복지와 젠더의 관계를 둘러싼 1990년대 초반 이후의 논쟁에 대한 이론적 검토를 통해 젠더중립적 복지공간이라는 이미지 뒤에 숨겨져 있는 복지공간의 젠더성을 가시화하는 한편으로, 이를 바탕으로 젠더평등에 기초한 복지공간을 새로이 구성해 나가기 위한 방안을 모색해 보는데 있다. 이를 위해 먼저 Ⅱ장에서는 국가와 시장이라는 카테고리를 중심으로 한 기존의 복지공간 분석이 갖는 젠더적 한계로 시선을 돌리며 복지의 생산에서 가족이 갖는 의미를 조명한다. 이어지는 Ⅲ장에서는 여성의 복지 수급자격을 둘러싼 논쟁, 즉 어머니인가 아니면 노동자인가라는 쟁점을 둘러싸고 전개된 논쟁의 흐름을 짚어보고 노동자로서의 여성의 지위를 강화해 나갈 필요성 및 돌봄노동의 탈여성화의 필요성에 주목한다. 나아가 Ⅳ장에서는 지구화 속에서 국민국가의 경계가 약화되고 있는 가운데 일국적 복지공간으로부터 초국적 복지공간으로 복지의 공간을 확장해 나갈 필요성을 강조한다. 마지막으로 결론에 해당하는 Ⅴ장에서는 21세기의 보다 풍부한 젠더복지를 향한 디딤돌을 마련하기 위해서는 우리에게 새로운 유토피아적 상상력이 필요하다고 주장한다.

Abstract

Welfare state or welfare space is one of the most important legacies of 20th century Europe. But for a long time the fact has been suppressed that it has a male face and that representative actors who are active in welfare space also have male faces. It was not before the beginning of the 1990s that feminist critique of male-dominance of the welfare space has been voiced. By a theoretical review of the debates on the relationship between gender and the welfare space, this paper aims to visualize the specific gender characteristics of the welfare space which are hidden behind it’s gender-neutral image, and to explore, resting on this review, the possibilities of constructing new welfare spaces which are based on gender equality. In chapter Ⅱ, this study analyses the limits of debates on the welfare state which have focused on the two categories of state and market. It emphasizes the meaning of family in the production of welfare. Chapter Ⅲ concentrates on the position of women in relation to the welfare state, and examines which women receive benefits from the state as mothers or as workers. The analysis concludes that we need to strengthen the position of women as workers and to defeminize care work. Chapter Ⅳ emphasizes the necessity of expanding the welfare space from national to transnational, because the welfare state as a national project is weakening in the process of globalization. Lastly, I suggest that we need to dream a new utopia towards the construction of more fruitful welfare from a gender perspective in the 21th century.
