ICF에 기반한 장애인의 환경요인과 사회참여의 관계

본 연구는 장애인의 환경요인과 사회참여의 관계를 분석하여 장애인 정책의 흐름과 방향을수립하는데 기초 정보를 제공하는데 목적이 있다. 이를 위하여 부산, 울산, 경남지역 장애인종합복지관, 장애인 자립생활지원센터, 한국장애인고용공단 부산지부의 협조를 구해 본 연구목적을 이해하고 자가 응답이 가능한 성인장애인 250명을 대상으로 ICF에 기반하여 구성된환경요인과 사회참여 척도를 수정 ·보완하여 설문조사를 실시하였다. 회수된 221부 중 불성실하게 응답한 설문을 제외한 214부가 최종 분석자료로 사용되었으며, 다음과 같은 주된결과를 얻었다. 첫째, 장애인은 그들의 환경요인에 대해 높게 인식하고 있었으며, 가족의 태도에 대한 인식 수준이 가장 높고, 서비스ᆞ시스템ᆞ정책에 대한 인식 수준이 가장 낮게 나타났다. 둘째, 배경변인별 환경요인에 대한 인식은 장애유형, 월평균 수입, 자격증 유무에 따른 차이가 큰것으로 나타났다. 셋째, 장애인의 사회참여 수준은 높게 나타났으며, 영역별로 이동에 대한참여 수준이 가장 높고, 대인관계에 대한 참여 수준이 가장 낮게 나타났다. 넷째, 배경변인별사회참여 수준은 일상생활 수행 정도, 월평균 수입, 장애등급, 자격증 유무에 따른 차이가 큰것으로 나타났다. 다섯째, 장애인의 환경요인과 사회참여의 관계는 지지적 관계와 의사소통, 사회적 태도와 시민생활, 서비스ᆞ시스템ᆞ정책과 의사소통 순으로 높은 정적 상관을 보여주었다. 이상의 연구결과를 토대로 장애인을 위한 정책 구안, 장애학생의 전환교육 프로그램 구안 시 중요한 정보를 실증적 결과로써 제시할 수 있었다.
Abstract
The purpose of this study were to investigate the relationship between the environmental factors and social participation of individuals with disabilities based on the ICF to propose the direction to establish the policies for the individuals with disabilities. To this end, 250 subjects were asked to complete two questionnaires; one was on the recognition on the environmental factors of individuals with disabilities, the other was on the status of the social participation. A total of 214 responses were used to analyze data, and the research findings were as follows. First, the level of recognition on the environmental factors was positive. In particular, the level of recognition on the family’s attitude was the highest, on the other hand, the level of recognition on the service·system·policy was lowest. As well, there were statistically significant differences according to several sociodemographic variables such as type of disability, income level, license status, etc. Second, the level of the social participation was more or less high, in detail, the level of interpersonal relationship was the highest. And there were significant differences according to subjects’ the degree of daily activities, income level, rate of disability, and the license status. Third, there were statistically positive relationship between all of the subdomains of environmental factors and those of social participation. Based on these results, it is possible to establish the practical policies and transition programs for the individuals with disabilities.
