장애인의 정보통신 보조기기 수요·실태 및 전망

본 연구는 장애인을 대상으로 정보통신 보조기기 기능별 인지도 및 이용실태, 신제품 에 대한 욕구 그리고 기능별 신청의향과 보급 활성화 방안 등에 관한 기초자료를 수집하기 위한 목적으로 실시되었다. 조사대상은 만7세 이상 등록 재가 장애인이며 장애등급은 1-6급을 모두 포함하였다. 장애인 가정을 방문하여 해당 장애인과 대면한 후 구조화된 설문지를 활용하여 응답한 일대일 개별조사 개별방문 면접조사 방식으로 진행하였다. 본 조사 결과 전반적으로 사용 경험률이나 인지도가 높은 정보통신 보조기기일수록 신청의향도 높은 것으로 나타나고 있는데 단계적 수요추정 방식에 따라 보급대상자 수를 추정한 결과, 전체 수요는 365,244명으로 나타났고, 이는 표적 모집단(1,333,099명) 대비 27.4%에 해당하였다. 특히 보조기기 보급대상자 중 컴퓨터 사용 시 보조기기가 반드시 필요한 대상을 ‘우선 보급대상자’로 규정하면 136,637명으로 추정되며, 표적 모집단 대비 10.2%에 해당하였다.
Abstract
The purpose of this research was to collect basic information about how people with disabilities recognize, utilize, needs for new devices, willing to apply and develop strategies for information and communication assistive devices according to functional categories. Registered homebound disabled persons aged 7 years or order and registered as 1st through 6 degrees of disability were the participants of the study. As a result of this study, the more people recognize and experience information and communication assistive devices, it is likely that they show higher demands. As a result of stepwise approximation method to calculate the number for the recipients, overall there were 365,244 demands which is equivalent to 27.4% of the target population(1,333,099 people). Specially, among the recipients of the devices, if we were to define priority-recipients as someone who must have assistive devices when using computer, there are 136,637 demands which is equivalent to 10.2% of the target population.
