본고에서는 65세 이상 고령운전자의 교통사고 발생빈도와 사고심도에 대해 고찰하였다. 경찰청 사고통계(2000-2014)에서는 사고를 유발한 운전자의 연령이 높아짐에 따라 1사고당 치사자 수가 증가하여 고령운전자의 사고심도가 높은 것으로 나타났다. 개인용 자동차보험 가입자의 대인배상담보 통계 역시 연령계층과 1사고당 손해액 간 U자형 곡선이 나타나 고령운전자의 사고심도가 높은 것으로 나타났다. 1인 한정 특약은 65세 이상 집단의 사고빈도가 26-59세 집단에 비해 통계적으로 유의하게 낮지만, 사고심도는 유의하게 높은 것으로 나타났다. 고령운전자의 사고심도가 높다는 실증분석 결과는 교통안전을 향상시키기 위한 적극적인 정부정책과 보험회사의 대응이 필요함을 시사한다.
Abstract
This paper examines the accident risk of older drivers aged 65 years and above. According to the Department of Police statistics, older drivers have experienced higher crash death rates per accident than all age categories since 2000. We use personal injury protection data during policy year April, 2006 to March, 2007 to check the relationship between age and claim risk. We find a U-shaped curve, i.e. loss amounts per accident increase for younger and older drivers. Our empirical analysis show that older drivers had significantly lower claim frequencies compared with ages 26-59, a reference group, however, the claims paid per accident among the older drivers had significantly higher than the reference group. The results imply that Korean government agencies and non-life insurance companies should consider the safety policies for older drivers.
