이 연구는 우리나라 일반 성인의 리스크 관리와 보험(risk management and insurance; 이하, RMI) 역량 수준을 진단해 보는데 목적이 있다. 이를 통해 앞으로 우리 국민의 RMI 역량을 높이기 위해 어떤 정책 지원이 필요한지를 모색하는 데 참고할 수 있는 기초 측정치를 제시하고자 하였다. 이를 위해 먼저 69개 문항으로 설계된 RMI 역량 측정 도구를 이용해 국내 일반 성인의 RMI 역량을 진단하고, 상관관계분석을 통해 RMI 역량 구성요소별 부여 가중치를 부여하는 방법으로 RMI 역량 수준을 평가하였다. 측정 결과, 우리 일반 성인의 RMI 역량 수준이 높지 않았고, 역량 구성요소 중 생명보험과 손해보험에 관한 지식영역의 역량이 상대적으로 낮게 나타났다. 따라서 앞으로 RMI 역량을 궁극적으로 높여 나가기 위해서는 리스크와 리스크 관리에 대한 대중 인식 제고와 함께 보험에 대한 체계적이고 꾸준한 교육이 선행될 필요가 있다. 한편, 이 연구는 RMI 측정자 표본의 대표성 확보 문제에서 자유롭지 못한바, 앞으로 피측정자의 범위를 최대한 넓혀 주기별로 전 국민 대상의 RMI 역량을 측정해 그 실태를 측정해 살펴볼 필요가 있다.

Abstract

The purpose of this paper is to measure risk management and insurance (henceforth RMI) competency levels for the public of Korea. This study aimed to give preliminary data needed to explore what policy should be supported to increase the RMI competency of people in the future. The research method evaluated the RMI competency level of the public using an RMI competency measurement tool designed with 69 questions. Also, this study assessed the RMI competence level after calculating the weights to be applied to the RMI competence components through correlation analysis. As a result, we confirm that the RMI competency of our public is still insufficient. The knowledge areas on life and non-life insurance were relatively low. Therefore, continuous and systematic education on risk, risk management, and insurance is needed to raise the perception and knowledge of RMI. Finally, this study is not free from the problem of attaining a representative sample. Therefore, in the future, it is necessary to measure the RMI competency of the public at regular intervals by extending the range of participants as much as possible.
