본 논문은 보증보험의 경제적 역할에 관한 실증연구로 보증보험시장의 규모와 중소기업 부문의 성장 그리고 실업률이 어떤 인과관계를 갖는가를 전통적인 Granger Causality 검정, 벡터자기회귀모형을 통한 충격반응함수 및 분산분석 등 시계열분석 기법을 이용하여 분석하였다. 그 결과 단기적으로 보증보험업은 실업률에 의해 영향을 받는 한편 중소기업 생산에 별 영향을 받지 않았다. 흥미롭게도 보증보험업의 성장은 단기적으로 실업률을 증가시키는 것으로 나타났으며, 보증보험업은 단기적으로 중소기업 생산량에 유의한 영향을 주지 않았다. 그러나 중기적으로는 보증보험은 3년 후의 중소기업 생산량에 영향을 미치는 것으로 나타났는데, 이러한 결과를 통해 보증보험업의 성장은 중소기업의 성장에 단기적으로는 별 영향을 주지 못 하지만, 일정 시차를 두고 긍정적 영향을 주는 것으로 해석할 수 있다. 또한 보증보험업의 성장은 단기적으로 실업률을 상승시킨 후 점차 하향 안정화시키는 효과를 주게 된다.
Abstract
This study examines the economic role of the surety insurance and empirically investigates the causality between the size of the growth of the SMEs, and the unemployment rate. Specifically, We conducted empirical analysis for the relationship of these factors using the time series analysis of the Granger Causality and Vector Autoregression model. In conclusion, the growth of the surety insurance is affected by the unemployment rate but not by the SMEs' production in the short run. The growth of the surety insurance increase the unemployment rate but has no effect on the SMEs' production in the short run. But in the middle run, surety insurance increases the SMEs' production three years later. This result shows that the growth of the surety insurance has a positive effect on the SMEs' production with a certain time lag. The growth of the surety insurance increases the unemployment rate in the short run, but decreases it in the middle run and stabilizes in the long run.
