>평생교육의 이념 구현과 사회교육 활동의 제도화를 위한 노력은 꾸준히 진행되어 왔다. 이 연구도 그 일환의 하나로서 평생교육의 개념과 정의를 정립하고 그 동안의 평생교육 관련법규 체계화 과정을 분석하며, 현재의 평생교육 관련법규 구조를 분석하여 그 문제점을 제시하고, 이를 근거로 하여 평생교육 관련법규 체계화의 방향과 과제를 제시함을 목적으로 수행되었다. 평생교육의 국가적 발전과 관련 법규의 체계화를 위하여 연구하고 개선을 위해 노력해야 할 과제를 핵심적으로 제시하면, 첫째로 평생교육의 이념에 대한 검토가 부족하여 법률의 명칭 등에서 모순이 나타나고 있으므로 이에 대한 철저한 구명이 요구된다. 둘째로 법체계 전체 구조의 개선을 위한 과정으로서 평생교육 관련법규의 체계화를 위한 노력이 필요하다. 셋째로 사회교육 모법에 포함되어야 할 구체적 내용에 관한 연구가 필요하다.
Abstract
The objectives of this study were to identify the concept and definition of lifelong education, to analyze the process of legislation procedure, to find out the problems of the legal system, and to suggest the future directions for legislation of Lifelong Education Law in Korea. This research was conducted by analysing the materials of process of legislation procedure and existing laws related to lifelong education and adult education. The followings were recommended for the future directions of legislation the Lifelong Education Law. First of all, as the concept and characteristics of lifelong education, the present name of law have to be changed for the real meaning of adult and continuing education. Secondly, Lifelong Education Law have to be structured for the 'Mother Law' of all the laws and regulations related to lifelong education and adult education. And thirdly, we have to research the every items which confine the real meanings and practices of lifelong education in Korea.
