본 연구에서는 미국의 연방정부 차원에서 입법화된 자원봉사법의 변천 과정과 최근 동향을 역대 행정부의 연대기순으로 살펴보았다. 연구 결과에 따르면, 다음과 같이 여섯 가지의 시사점을 탐색할 수 있었다. 그 시사점들은 첫째, 자원봉사는 경제침체기나 외국과의 전쟁 등과 같이 국가가 위기에 직면한 시기에 장려․확대하는 경향이 있었다. 둘째, 자원봉사를 하나의 공공정책의 관점에서 보는 경향성이 강하고, 민간 차원에서 발전할 수 있도록 지원․육성하였다. 셋째, 자원봉사를 유급화 하는 것에 대한 논란이 있다. 넷째, 국가차원에서 자원봉사를 적극 펼쳤던 대통령은 민주당 소속의 젊은 대통령들이다. 다섯째, 국가 차원의 자원봉사는 봉사활동에 머물지 않고 일자리를 창출하고 교육, 사회경제적 활동, 건강 증진을 위한 기회를 제공하여 국가통합의 효과를 기대한다. 여섯째, 교육기관에서도 자원봉사를 적극적으로 장려․강화하고 학생들의 학비조달에도 도움을 준다.
Abstract
The purpose of this study is to examine the change processes and tendency of volunteer service act in the federal government of the United States. The results of the study are as follows; First, the federal government encouraged and enlarged volunteer service in the times of economic crisis and wars with foreign countries. Second, the federal government regards volunteer service as a part of public policies and helps civil volunteer organizations. Third, there are controversies on paid volunteer programs by the federal government. Fourth, the young presidents from the Democratic Party have shown much concerns about national volunteer service programs. Fifth, the federal government expects volunteer service to enlarge individual activities including job searching, opportunity for education, increasing health. Sixth, volunteer service helps to prepare for educational cost.
