서울대학교와 캘리포니아 대학의 거버넌스 비교 연구

이 연구에서는 캘리포니아대학과 서울대를 중심으로 대학과 국가(주)와의 관계, 대학내부 거버넌스 구성 주체 관련 쟁점을 자율성, 민주성, 책무성 등의 가치를 비교 준거로분석하였으며 그 결과는 다음과 같다. 첫째, 캘리포니아대학 설치근거는 헌법에 의하고있어 서울대의 경우보다 안정적이며 정부 재정지원이 법률에 명시되어 있는 서울대의경우가 더욱 자율성 확보에 유리하다. 둘째, 캘리포니아의 경우 주지사가 지나치게 대학운영의 효율성을 요구하고 있어 대학의 자율성을 침해하고 있다는 비판도 있다. 세째,이사의 구성면에서 서울대가 민주성 가치가, 캘리포니아대학은 책무성의 가치가 더 높게 반영되고 있고 서울대의 경우 임명직 이사의 임기를 장기로 할 필요가 있다. 네째, 복수캠퍼스 단일 이사회는 개별 이사회에 비하여 국가에 대한 자율성을 용이하게 확보할수 있으며 개별 이사회는 캠퍼스별 자율성 및 민주성이 높다. 반면 효율성과 책무성에서는 단일 이사회 체제가 더 효과적이다. 다섯째, 총장선임과 관련 캘리포니아대학이 책무성에서, 서울대가 민주성에서 상대적으로 높다. 여섯째, 캘리포니아대학과 서울대 모두민주성이 강조된 협력거버넌스를 운영하고 있다고 보여지나 그 실제 양태는 상이하다.
Abstract
In this study, led by University of California and Seoul National University, therelationship with the university and nation, university’s internal governance issuesrelated to the subject of autonomy, democracy, and accountability, such as the value ofcomparative analysis compliance, are as follows: First, the Constitution of the Universityof California is more stable than that of Seoul National University, and the financialsupport of the government specified in the law in the case of Seoul National Universitygaining more autonomy would be advantageous. Second, if the governor and legislatureof University of California Regent overly criticize demand operational efficiency, it willinfringe on the autonomy of university. Third, the director of the Seoul NationalUniversity has more democratic value of/ than UC and needs to have a long term ofservice. University of California reflected in a higher value of the accountability than theappointed director of the Seoul National University. Fourth, with multiple campuses witha single board of directors easily get country's autonomy than each campus boardsystem. Campus board of directors gets higher autonomy and democracy. However,regarding efficiency and accountability, a single board of directors system is moreefficient. Fifth, regarding the president appointment, the University of California getshigher accountability and Seoul National University gets higher democracy. Sixth, withhistorical tradition, the University of California governance settles shared governancethrough the delegation of authority.
