국문초록 스포츠는 지금까지 사회의 구조기능론적 입장에서만 주로 해석되어 스포츠의 역기능적 측면, 특히 자연환경을 무분별하게 파괴하고 오염시킴으로써 사회적 갈등과 환경부정의를 표출하는 문제에 대해서는 관대한 예우를 받아 온 것이 사실이다. 그러나 전 세계적으로 또한 국가적으로 환경에 대한 문제가 초미의 관심사로 등장함으로써 스포츠로 인한 환경문제는 단순히 자연환경 파괴의 문제를 떠나 사회적 정의를 실현하는 보다 거시적인 입장에서 조망 받게 됨으로써 환경보호와 사회적 정의를 동시에 실현할 수 있는 이른바 환경정의의 실현문제가 체육계가 안고 있는 핵심과제가 되었다. 따라서 지금까지 담론수준의 환경정의의 실현문제를 구체적 실천력이 있는 정책과제로 발전시키고자 하는 노력이 필요하며 이러한 목표가 달성되면 스포츠를 둘러싼 각종 민원과 사회적 갈등 등 환경갈등이 최소화됨으로써 사회이상의 실현에 직접적으로 연루 될 수 있다고 본다. 이러한 맥락에서 본 연구는 스포츠에 있어서 환경정의라는 추상적 개념에 과도하게 매달리기보다는 정의로운 방향성을 가지고 정의를 향상시키는 인자와 부정의를 감소시키는 인자를 각 각 찾아서 정책적으로 활용하는 것이 보다 현실적이라는 판단하에 스포츠에 있어서 환경부정의, 환경약자, 환경불평등 구조, 생태적 가치의 재분배 등을 역설하고 있다.
Abstract
Reillumination on the Environmental Justice in Sports : From Discussion to Practice Lee, Jung-Sik(ROK Naval Academy) Min, Gyung-Sun(Dae Haany Univ.) Sports has been promoted human health and played several eufunctional role in society and national development. In addition to, it had 'injustice aspect' that restricted the conditions of human life being connected with social inequlity structure besides natural environmental problems and environmental pollution. 'Injustice aspects of sports' means political injustice, economical injustice, cultural injustice. Political injustice in sports and environment is that sports accompanied a sence of incompatibililty, inequable alienation, restraint and coercion that justicate and legalize the environmental destruction with the background of public power and system. Economical injustice in sports and environment is that sports is based on efficiency, instrumental values, and markets paradime and it ignore humans morale and conscience. Cultural injustice in sports and environment is that sports is recognized as a mechanism of expression and utilization for the nature implicated with skill-centered value. Thus, the prime object of practice of economical injustice in sports is as follows. First, we should prevent the structure of political power in environmental management of sports. Second, we should realize the economical ethics of sports and environment. Third, we should realize the ecojustice and values of sports.
