생활체육 지원정책의 체육 의미론

생활체육 지원정책은 생활체육을 반세기 이상 지속하게 만들고 포함 규모를 크게 확대시켜주었다는 점에서 성공적인 공공정책으로 평가받는다. 이 연구는 니클라스 루만의 소통과 의미론 개념을 분석 틀로 삼아 생활체육 지원정책이 기반으로 삼았던 체육 의미론을 규명하는 데 그 목적이 있다. 생활체육은 전문체육 및 학교체육과 함께 체육체계를 구성하고 있는 하위체계이다. 생활체육이 체육의 하위체계로 분화될 수 있었던 것은 전문체육이나 학교체육에 귀속시킬 수 없는 고유한 체육 의미론을 갖추고 있었기 때문이다. 생활체육 지원정책은 이 체육 의미론을 기반으로 삼아 실행될 수 있었으며, 대중화에도 성공할 수 있었다. 연구 결과에 의하면 건강과 비만 해소가 생활체육 지원정책이 기반으로 삼았던 체육 의미론임이 밝혀졌다. 건강과 비만 해소 의미론은 생활체육에 대한 시간적, 사회적, 사안적 차원의 기대를 안정화시켜줌으로써 이 사회 영역의 지속 가능성을 높여주었고, 포함 규모를 크게 확대시켜주었다.
Abstract
The support policy for ‘sports for all’ is regarded as a successful public policy in that ‘sports for all’ has continued for more than half a century and greatly expanded the scale of public inclusion. The purpose of this study is to identify the semantics of sports which were the practical base of the support policies for ‘sports for all’ using the Niklas Luhmann's concept of communication and semantics as the analytical frameworks. ‘Sports for all’ is a subsystem of a sports system. A sports system consist of ‘sports for all’, elite-sports and school-sports. ‘Sports for all’ could be differentiated into a subsystem of sports because it had unique semantics that could not be attributed to elite-sports or school-sports. The support policy for ‘sports for all’ could be implemented based on this semantics and succeeded in popularization. As a result of the study, it was found that health and the elimination of obesity are the leading semantics of the support policy for ‘sports for all’. This semantics has increased the sustainability of this social sphere by stabilizing the expectations of the temporal, social and factual dimensions for ‘sports for all’, and has greatly expanded the scale of inclusion.
