학생선수 스포츠인권 정책 분석과 개선방향 : (성)폭력 피해구제와 보호를 중심으로

Abstract

Among the results of the Korean 2019 National Human Rights Commission's Survey on Sports Human Rights for Student Athletes, the study reported on the current status of violence and sexual violence damage relief and protection, investigated its cause, and analyzed the current status of sports human rights policies. While clarifying the causes of these issues, the study attempted to derive new principles for the paradigm shift of sports through the current status and analysis of sports human rights policies. As a result, the concept of sports as a human right that strengthens the human rights of children, clear standards of training and the use of corporal punishment, the criterion between verbal violence and strong commitment, preconceived notions about sexual violence in sports, issues of sensitivity between genders, the problems of understanding mental strength and teamwork, human rights sensitivity issues, gender equality issues, and the problems related to gender sensitivity were pointed out. On the other hand, structural problems in the national sports paradigm shift and the issue of equal relations between coaches and players, a problem in which the authority of the coaches is concentrated; the qualification verification system when hiring coaches; the insufficiency of the violence damage protection system; the coach and player recruitment system; and strengthening the expertise of human rights in sports education were also discussed. Reinforcement, regularization of surveys, and expansion of reporting obligations were presented, and improvement measures were proposed
