온실가스 배출규제가 국가 온실가스 감축목표를 달성하는 데 기여할지라도 규제순응비용의 증가로 기업의 경쟁력을 저하시킴으로써 위협요인으로 작용할 가능성이 우려된다. 온실가스 배출규제 정책이 기업의 경쟁력을 제고시키고 중장기 국가 온실가스 감축목표를 달성하는 데 기여하려면, 규제와 함께 다양한 정책적 지원이 필요하며, 또한 자본시장 참여자의 역할이 중요하다. 이러한 배경에서 본 연구는 온실가스 배출규제에 대한 시장반응을 분석하고자 한다. 분석결과, 첫째, 중소기업의 경우에, 온실가스 배출규제 여부가 기업 가치와 음(-)의 관련성을 보임으로써 규제대상 기업의 기업 가치가 하락하는 것으로 나타났다. 그러나 대기업의 경우에는 이러한 관련성을 발견하지 못하였다. 온실가스 배출규제가 중소기업에게는 크게 영향을 미치지 않을 것이라는 예상과 달리 주식투자자들은 온실가스 배출규제로 인한 미래현금유출 가능성이 대기업 보다는 중소기업의 경우에 더 높다고 인지한 것으로 해석된다. 둘째, 중소기업과 대기업 모두에서 온실가스 배출규제 여부가 금융기관 부채조달비용에 영향을 미치지 않은 것으로 나타났다. 본 연구는 온실가스 배출규제가 기업 가치 및 부채조달비용에 미치는 영향을 검증한 최초의 연구로서 다음과 같은 공헌점이 있다. 중소기업의 경우에 온실가스 배출규제 대상기업의 기업 가치가 하락하고 있음을 고려할 때, 온실가스 배출규제 대응을 위한 중소기업의 전략개발에 도움이 될 것이며, 자본시장 참여자의 역할 규명차원에서 의의가 있다. 아울러 정부정책이 실효성을 거두기 위해서는 정책집행과정에서 모니터링을 통한 보완이 필요하다는 점에서 본 연구의 결과는 정책당국에게 주는 시사점이 크다.
Abstract
Even though greenhouse gas (GHG) emissions regulation contributes to the achievement of the national greenhouse gas reduction target, there are concerns that the increased compliance costs may reduce the competitiveness of an enterprise and become a threat. Various policy supports are required to enhance the competitiveness of a company and achieve the mid-to long-term GHG reduction target, and the role of capital market participants is important. In this context, this study analyzes the role of market participants in the regulation of greenhouse gas emissions. The major findings of this study are as follows. First, in small and medium-sized enterprises (SMEs), GHG emissions regulation is found to decrease firm value but such a relationship is not found in large firms. I infer that stock investors recognize that the effect of GHG emissions regulation on business risk is higher in SMEs than large corporations. I also find that in large firms and SMEs, GHG emissions regulation does not increase the cost of debt. This study is the first to examine the effect of GHG emissions regulation on corporate value and debt capital cost. This study will contribute to the development of SMEs’ strategy for coping with GHG emissions regulation, and it is meaningful to identify the role of capital market participants. In addition, this study has significant implications for policymakers as it is necessary to supplement policy enforcement to ensure the effectiveness of government policy.
