소상공인 보증지원이 일자리창출에 미치는 영향

초록

본 연구의 목적은 서울신용보증재단의 지원을 받아 창업한 소상공인을 대상으로 보증지원이 일자리창출에 미치는 영향을 분석해 정부가 소상공인 창업정책을 수립할 때 검토할 요인을 제언함에 있다. 2016년부터 2019년까지 4년 사이 서울신용보증재단의 창업자금, 창업교육, 창업컨설팅, 사후관리 등을 포함하는 보증지원 받은 소상공인 창업자 1,375명의 자료를 분석하였다. 분석내용을 정리하면 다음과 같다. 첫째, 패널자료분석(pooled OLS) 결과이다. 보증지원 후, 음식점업, 서울남부 지역, 총자산등이 일자리 수에 유의한 양(+)의 영향을 미치고 있음을 밝혔다. 전년도에 지불한 임차료가 현금흐름을 약화시켜 금년도 일자리 수에 유의한 음(-)의 영향을 미치고 있다. 둘째, 일자리창출에 미치는 소상공인 보증지원 변수 사이 상호작용 효과를 패널자료분석(pooled OLS) 결과로 볼 때 소상공인 보증지원 후와 음식점업, 서울남부 지역, 총자산(창업소요자금)의 관련성이 일자리창출에 긍정적으로, 보증지원 후와 사업장 전기(t-1) 임차료의 관련성이 일자리창출에 부정적으로 더 차별성있게 나타났다. 셋째, 고정효과모형(fixed effects model)과 2SLS를 이용한 강건성 분석에서 일자리 수를종속변수로 도입한 회귀분석 결과 보증지원 후, 음식점업, 서울남부 지역, 총자산 등이 일자리수에 유의한 양(+)의 영향을 미치고 있음을 밝혔다. 그리고 총자산 7,800만 원 미만과 총자산7,800만 원 초과로 양분한 2SLS 강건성 분석에서도 강도의 차이가 다소 있을 뿐 음식점업, 서울남부 지역, 총자산이 일자리창출에 긍정적 영향을 미치고 있다는 점에는 체계적이다. 한편, 당기(t) 일자리 수를 종속변수로 사업장 전기(t-1) 임차료을 독립변수로 도입한 강건성 분석에서 체계적으로 유의한 음(-)의 영향을 미치고 있음을 보여주고 있다. 이는 임차료 비중과 인건비 비중이 음(-)의 관계, 즉 대체 관계 특성에 기인한다. 따라서 정부는 건물주·임대인 등 상권주체가 임차료 안정화, 장기계약 보장, 상권개발 등 상생협약 체결을 지원하여 상권내몰림(젠트리피케이션)을 방지해야 한다.

Abstract

The purpose of this study is to analyze the impact of guarantee support on job creation on small business owners who started their businesses with the support of the Seoul Credit Guarantee Foundation and suggest factors to be considered when the government establishes policies for small business start-ups. The data of 1,375 small business startups who received guarantee support, including start-up funds, start-up education, start-up consulting, and follow-up management, were analyzed between 2016 and 2019. The analysis details are as follows. First, the results of the pooled OLS are as follows. After the guarantee support, it was revealed that the restaurant industry, southern Seoul area, and total assets were having a significant impact on the number of jobs (+). Rents paid in the previous year have weakened cash flows, negatively affecting the number of jobs this year. Second, considering the interaction effect between small business guarantee support variables on job creation (t-1) as a result of the paneled OLS, the relevance of small businesses' guarantee support to restaurants, southern Seoul, and total assets (start-up requirement funds) were positive for job creation, and more negatively related to job creation. Third, the robustness analysis using fixed effects models and 2SLS showed that after the regression analysis, which introduced the number of jobs as dependent variables, restaurants, southern Seoul, and total assets had a significant impact on the number of jobs. In addition, the 2SLS robustness analysis, which is divided into less than 78 million won in total assets and more than 78 million won in total assets, is systematic in that restaurants, southern Seoul, and total assets have a positive impact on job creation. On the other hand, the robustness analysis, which introduces the number of jobs in the current period (t) as a dependent variable and the prior (t-1) rent at the site as an independent variable, shows a systematically significant negative (-). This is due to the negative relationship between the proportion of rent and labor costs, i.e. the characteristics of alternative relationships. Therefore, the government should support commercial entities such as building owners and tenants to secure win-win agreements such as stabilizing rents, guaranteeing long-term contracts, and developing commercial districts to prevent them from being driven into commercial districts.
