중소기업은 우리나라 고용의 대부분을 차지하고 있으며 혁신과 차별화를 통하여 우리경제의 활력을 제고하는 데에도 중요한 존재이다. 그러나 많은 중소기업들이 대기업과의관계 속에서 불공정한 대우를 받고 있다는 지적이 많은데 그 주요 원인의 하나로 대기업이중소기업들에 대한 정보 지대를 독점하는 것을 들 수 있다. 이와 같은 문제점을 해소하는 방안의 하나로 은행 등 민간 금융기관들의 중소기업에 대한정보 생산을 활성화하는 것을 생각할 수 있다. 이를 위해 은행 등의 중소기업 지분 보유 및중소기업에 대한 증권업무를 허용하는 방안을 고려할 필요가 있다. 이는 과거 독일이나 미국에서 유니버설 뱅크를 설립하고 기업의 설립부터 청산까지 동행하였던 것과 유사하지만 대기업에 치우친 경제구조를 교정하기 위한 노력이라는 점에서차이가 있다. 그런데 현재 국내에서는 은행부문의 엄격한 금산분리 원칙을 지키고 있어 유니버설 뱅킹을 활성화하는 것은 쉽지 않다. 하지만 한도규제 설정을 조건으로 일정 규모 미만의 중소기업 및 혁신형 기업을 대상으로하는 VC 투자를 허용하는 방안이나 특정 정책금융기관이 유니버설 뱅크로서 수행하는 역할을강화하는 방안을 검토할 수 있다.
Abstract
Small and medium-sized enterprises (SMEs) account for most of the employment in Korea. They also play an important role in vitalizing the Korean economy through innovation and differentiation. Many SMEs, however, are said to be exploited in their subcontracting relations with big companies because the big prime contractors have the information on the SME subcontractors exclusively. Financial intermediaries can help SMEs by producing and circulating the information on SMEs. If financial intermediaries are allowed to invest in equities of SMEs and/or to enter the securities business for SMEs as in Germany or the U.S. in the past, it will provide financial intermediaries good incentives to produce the information on SMEs. Since Korea has maintained the policy of separating banking from commerce, there is little room for the universal banking. However, policy authorities need to consider the suggestions that banks should be allowed to invest in equities of ventures or small enterprises. A public financial institution can be an alternative for the universal bank specialized for SMEs.
