초록
This study examines the growing issue of underutilized elementary schools in Seoul due to a declining school-age population. Unlike previous research focused on school closures, this study analyzes underutilization trends and spatial changes to develop effective countermeasures. Schools are classified based on risk levels to identify patterns and inform policy decisions. Geocoding was used to convert the addresses of 612 elementary schools in Seoul into spatial data, analyzed through QGIS. Student enrollment trends from 2014 to 2023 were examined, focusing on 2015, 2020, and 2023. Schools at risk of closure were categorized, and their spatial distribution was mapped to track changes over time. From 2015 to 2023, high-risk underutilized schools increased from 2 to 11, and schools at risk of consolidation rose from 39 to 83. Initially concentrated in older urban districts (Jung-gu, Yongsan-gu), the issue has spread to outer districts like Gangseo-gu and Geumcheon-gu. Factors beyond declining birth rates, such as population migration and urban development, influence these trends. Therefore, region-specific policies and efficient school facility utilization strategies are needed.
