초록

Vacant houses cause various problems, not only deteriorating the urban landscape and residential environment but also posing risks related to fire hazards and public safety. Furthermore, the occurrence of vacant houses in one area often leads to a spillover effect, accelerating their spread to neighboring regions. Therefore, systematic management and maintenance of vacant houses are necessary. However, determining the final status of a vacant house solely based on administrative data is challenging, making on-site inspections crucial. This study aims to optimize the vacancy assessment process by analyzing the influence of key indicators used in vacant house surveys. By prioritizing these indicators, this research seeks to reduce the manpower and budget required for vacancy assessment. The analysis results indicate that on-site inspection variables—such as the removal of utility meters, the presence of notices for abandoned houses, garbage accumulation, and unpaid bill notices—have a greater impact on vacancy determination than administrative data on power and water disconnections. Given these findings, it is essential to establish a priority ranking for vacancy assessment indicators during field surveys, as this can reduce the number of site visits. Investigators have reported difficulties in thoroughly examining all items outlined in the “Guidelines for Vacant House Maintenance Projects” during field surveys.
