Abstract
Women are not classified as vulnerable subjects under Good Clinical Practice, but they are often excluded from pharmaceutical clinical trials due to pregnancy-related concerns, resulting in low participation rates. Sex and gender are crucial health variables, yet Korea lacks institutional measures to reflect this in research. Recognizing this, the Ministry of Gender Equality and Family conducted a specific gender impact assessment on drug approval and usage policies in 2016. In 2018, relevant ministries submitted implemen- tation status reports on improvements for some tasks. However, consistent monitoring and policy implementation remain insufficient. This paper reviews the outcomes of the gender impact assessment and proposes four measures to increase the partici- pation of women in clinical trials: (1) establishing a sustainable framework for gender equality in pharmaceutical national research and development programs; (2) developing education programs on gender-specific medicine for persons engaged in clinical trials; (3) mandating the inclusion of women in selected government-funded trials and promoting public awareness; and (4) creating a disclosure system showing trial participation by sex and age using data from the Ministry of Food and Drug Safety. Women’s health is linked to public health issues, so we hope these will be reflected in future pharmaceutical policy development and institutional improvements, thereby contributing to the healthy lives of the people.
