본 연구에서는 독일기술학교제도위원회(DATSCH)에 대한 설립 배경과 목적, 교육사적 발전과정과 그 역할을 고찰하였다. 독일기술학교제도위원회는 1908년 독일엔지니어협회(VDI)와 독일기계건설관청협회에 의해 설립되었고 산업화 시기 직업교육의 자격과 표준화에 기여하였다. 1차 세계대전이 끝난 직후 독일기술학교제도위원회는 당시 금속 및 전기분야 대기업으로부터 강한 압력을 받아 기업체 내 직업훈련을 지원하기 시작했다. 이 시기 패전으로 인한 산업침체와 청소년층을 중심으로 직업훈련 기회가 부족하였고 따라서 자격을 갖춘 산업노동자의 양성이 시급하였다. 이론과 기술면에서 잘 훈련된 숙련된 노동자의 부족으로 인해 위험에 처한 산업화의 문제 앞에서 독일기술학교제도위원회는 직업상담을 포함해 도제훈련에 관한 문제를 풀어가야 했다. 이 과정에서 산업과 직업 부문의 자격화와 직업교육에 있어서 표준화에 대한 기반을 마련하고 국가의 직업교육 정책을 전달하는 역할을 하였다. 본 연구에서는 이러한 교육사적 고찰과 함께 이 기관이 취했던 직업교육에 대한 방향을 기능주의적 관점과 인간교육적인 관점에서 비판적으로 추적하였다.
Abstract
This study introduced the German Technical School System Committee, examined the background of its establishment, and its role in the history of vocational education in Germany. The German Technical School System Committee was established in 1908 by the German Engineer Association (VDI) and the German Machinery Construction Authority Association, and contributed to the qualification and standardization of vocational education during the industrialization period. Shortly after World War I, the German Technical School System Committee began to support vocational training in companies under strong pressure from large metal and electricity companies at the time. During this period, there was an industrial downturn due to defeat and a lack of vocational training opportunities centered on youth, so it was urgent to cultivate qualified industrial workers. In the face of the problem of industrialization at risk due to a lack of theoretically and technically well-trained skilled workers, the German Technical School System Committee had to solve problems related to apprenticeship (apprentice) training, including vocational counseling. In this process, it played a role in laying the foundation for standardization in qualification and vocational education in the industrial and vocational sectors and delivering the national vocational education policy. Along with this educational history review, this study tracked the discussion of the time from a critical point of view, especially whether skilled workers should be viewed from a functional perspective or a human education perspective.
