그란 콜롬비아(Gran Colombia)지역의 국경과 영토 - 콜롬비아와 베네수엘라의 국경선을 둘러싼 갈등을 중심으로

근대사 속에서 전개된 라틴아메리카지역 국가의 영토분쟁은 동일한 역사적 유산을 놓고 분쟁국 모두 이를 자국의 역사라고 주장하는데서 비롯되었다. 이런 점에서 라틴아메리카지역 국가의 영토분쟁은국제정치 질서뿐만 아니라 국내문제의 주요 쟁점으로 발전했다. 그란콜롬비아(Gran Colombia)를 포함한 라틴아메리카 지역 국가의 국경선은식민행정 분할체계에 토대를 두고 발전했으며 독립전쟁 이후 새로운국가건설과정에서 변경 그리고 갈등의 원인으로 작용했다. 독립전쟁동안 정치엘리트들은 권력을 효과적으로 중앙집권화하는 데 실패했고, 전쟁은 지속적으로 탈 중앙집권화의 역사를 만들었다. 그란 콜롬비아 지역 크리오요들은 하위계층의 정치적 동원력에 대한 두려움과식민본국에 대한 불만을 계기로 독립운동을 주도했으며, 자신들 중심의 새로운 단일국가건설을 시도했다. 그러나 엘리트들은 단일권력을형성하는 대신 서로 경쟁함으로써 분열했다. 볼리바르(Simón Bolívar)를 중심으로 시도된 지역통합의 좌절로 그란 콜롬비아지역의 분화는 그어떤 곳보다 심화되고 가속화되었다. 라틴아메리카 지역 국가들의 영토분쟁의 양상은 각 지역의 역사적특수성 속에서 파악되어야 한다. 18세기까지 콜롬비아와 베네수엘라국경선은 분명하지 않았다. 그란 콜롬비아 해체이후 양국의 국경선 문제가 대두되었으며 이것은 수 많은 분쟁의 원인이 되었다. 동일한 역사적 유산을 가진 콜롬비아와 베네수엘라는 국경형성 이후 국경에 대한 자국의 역사적 권리를 주장하며 분쟁하기 시작했다. 본 연구는 남미 단일국가건설의 이상이 시도되었던 그란 콜롬비아 지역의 중심지인 콜롬비아(Colombia)와 베네수엘라(Venezuela)를 중심으로 국경선문제가 초래한 적대적 양상에 기초하여 양국의 분쟁이 발생하고 전개되는과정을 조명해 볼 것이다. 양국의 영토분쟁은 동일한 역사적 유산을놓고 전개된 라틴아메리카지역 국가의 갈등과 대립적인 역사해석에대한 사례연구가 될 것이다.
Abstract
The territorial dispute in Latin American countries that has developed in the modern history began from the claim of the countries in dispute that the same historical heritage was their own history. In this regard, the territorial dispute in Latin American countries has developed to not only the key issues in respect of international political order, but also the key issues in domestic problems. The border of Latin American countries, including Gran Colombia has developed, based on the division system under colonial administration,and caused theconflicts and the changes in the process of nation-building, since the revolutionary war. During the revolutionary war, political elites failed to centralizethe power effectively,and the war continued to decentralize the power. Criollo in Columbian region led the revolutionary war, and attempted to establish the unitary state of them, because of their fear about the lower-tier class’s ability of political mobilization, and their complaints about thecolonizing country, However, the elites competed with each other and were divided, instead of forming the unified power. The failure of regional integration that was attempted around Simón Bolívar, made the division of Gran Colombiaintensified, resulting in accelerated territorial division. The aspect of Latin American countries' territorial dispute should be apprehended in view of the historical characteristic of each region. Until the 18th century, the border Colombia and Venezuela was unclear. Since the dissolution of the Gran Colombia, the issue of border between the two countries has been highlighted and this has caused many disputes. Colombia and Venezuela, with the same historical legacy claimed their right over the border, since the national building and started disputing. This study, based on hostile aspect caused by the issue of border, will illuminate the process in which the dispute between two countries, targetingColombia and Venezuela in which the establishment of the unitary state in Latin America was once attempted. This study will become the case study for the analysis of the national conflict in Latin America that has developed, based on the same historical heritage and the conflictualinterpretation of history.
