Abstract
The 1995 Tokyo subway sarin attack remains a defining case of modern Chemical, Biological, Radiological, and Nuclear (CBRN) terrorism, demonstrating the potential use of Weapons of Mass Destruction (WMDs) by non-state actors on a global scale. This study analyzes how the threat of CBRN terrorism by non-state actors has evolved over the past three decades since the Tokyo sarin attack and examines the impact of modern scientific and technological advancements on the nature of terrorism. The discussion focuses on the potential utilization of emerging technologies such as artificial intelligence (AI), drones, biotechnology, and cognitive science in terrorist activities, while also analyzing the structural, technological, and operational evolution of terrorist organizations. Additionally, this study evaluates the effectiveness of countermeasures implemented by the Japanese government and the international community in preventing and mitigating CBRN terrorism in the aftermath of the Tokyo attack. Based on these findings, the study provides policy recommendations for future CBRN terrorism response strategies. This research contributes to a deeper understanding of the evolving CBRN threat posed by non-state actors in a rapidly changing technological landscape and serves as a foundational resource for the development of effective counterterrorism strategies.
