The Locus for Focus Model
Abstract
Currently, most military junior officers and NCOs play a pivotal role in sustaining the combat capabilities of front-line units. Their role will continue to be crucial in building a technologically advanced military in the future. However, the ROK(Republic of Korea) military is facing a crisis, with increasing difficulty in recruiting junior officers and a rising attrition rate. If these trends continue, the future outlook is uncertain. This study, recognizing these issues, identified key factors for improving the recruitment and service conditions of junior officers and NCOs. By utilizing Borich's needs assessment and the Locus for Focus Model analysis techniques, the study analyzed the most pressing factors. The analysis revealed that 'income,' 'job stability,' and 'working environment' are the most critical for recruitment, while 'organizational culture and atmosphere' and 'interpersonal relationships' are the most needed for improving service conditions. In other words, to attract young individuals to become military officers, policy measures such as salary increases and improving long-term service rates are necessary. From a life-cycle perspective, this can be interpreted as a tendency to choose a profession that allows for a stable plan for personal life, including marriage, childbirth, and retirement preparation. Additionally, to enhance the job satisfaction of currently serving junior officers, policy measures that improve their quality of life through better work practices and culture are required. This reflects the characteristics of the MZ generation. Therefore, our military must adopt tailored policy approaches at each stage of service to improve both the recruitment and service conditions of junior officers.
