The intelligent smart force construction project reflects the strategic direction of Defense Innovation 4.0 to address manpower reduction and internal inefficiencies within the military. This initiative focuses on utilizing advanced technologies, such as AI and network-based data integration, to establish an efficient and intelligent military operation support system. The study outlines the structure of smart forces comprising foundational systems (integrated platforms, mobile operation systems) and functional systems (barracks welfare, drone operations). It proposes a phased funding strategy combining fiscal projects and private capital (BTL), aiming to balance initial construction costs and long-term maintenance expenses. The paper emphasizes the importance of prioritizing projects, integrating data, and ensuring system interoperability to achieve military efficiency and public value. The findings highlight the smart force project as a critical step to adapt to modern security challenges and build a future-ready military operational system.
