Abstract
The recent defense acquisition environment is undergoing significant changes due to advances in cutting-edge technologies such as AI and autonomous weapon systems. The traditional V-model acquisition process was optimized for hardware-centric weapon system development, but it is not suitable for AI-based software and commercially driven weapon systems. In particular, the existing process, which emphasizes fixed requirements and repetitive approval procedures, poses limitations for the rapidity and flexibility essential to AI software acquisition. To overcome these limitations, it is necessary to apply a modular design-based software acquisition model. This study presents the application of AI software acquisition programs within a modular acquisition process, drawing on overseas project cases that strengthen real-time feedback and data-driven verification. Furthermore, as seen in the U.S. Adaptive Acquisition Framework (AAF), it is important to enhance the adaptability of the acquisition system and its capacity to adopt commercial off-the-shelf (COTS) technologies. For this, improvements to Korea’s current defense planning and management system (PPBEES) are needed. The existing fixed budget allocation system restricts rapid acquisition, so the establishment of a dedicated rapid acquisition budget account and an innovation technology pilot project account is required. In conclusion, by establishing a dedicated AI-based software acquisition process and implementing institutional and policy improvements in parallel, the efficiency and technological adaptability of defense acquisition can be enhanced.
