정보사회의 진전에 따른 공간정보의 수요에 효과적으로 대응하고자 우리나라는 1995년부터 국가GIS구축사업을 추진해 오고 있으며, 성공적인 사업의 수행으로 국가공간정보기반을 크게 확충하였다. 그동안 공간정보는 개념적으로나 활용 면에서 크게 확대되었지만 급격하게 변하는 정보환경을 적극적으로 수용하지 못하고 있다. 이 글에서는 지난 12여년간 추진한 국가GIS의 현황을 되돌아보고, 변화여건을 전망한 다음 향후 국토정보화정책의 발전방향을 제시하였다. 앞으로 국토정보화는 과거의 아날로그적 사고와 체제를 하루빨리 탈피하고, 유비쿼터스 정보환경에 신속하게 대응하는 것이 관건이 될 것으로 전망된다.
Abstract
After 1995, the Republic of Korea has implemented the National GIS Construction Project to meet the increasing demand of spatial information which is caused by the advance in the information-oriented society. The successful accomplishment of the project widely expanded the National Spatial Data Infrastructure. But, spatial data do not follow the demand of the fast evolved information environment even though the spatial data are widely used conceptually and practically. This study (1) reviewed the National GIS history of the implement situation during last 12 years, (2) prospected the change of the situation, and (3) presented the direction of the National Territorial Informatization Policy development. It can be expected that the key of the successful National Territorial Informatization is to meet the demand of the ubiquitous information environment promptly without past analog thoughts and systems.
