본 연구에서는 새로운 가격정책을 통하여 지적정보를 포함한 공간정보 시장의 질서를 바로 잡음으로써, 막대한 노력과 자본이 투자되는 관련업체가 발전하고, 투자가 활성화되며, 궁극적으로 일반국민에게 보다 나은 공간정보 서비스가 이루어지는 선순환의 고리를 만드는 방안을 모색하는 것을 그 목적으로 한다. 연구 목적의 달성을 위하여, 저작권법을 분석하고, 미국, 일본, 독일, 호주 등의 수치지도 저작권 보호 실태를 분석하였으며, 우리나라 공간정보시장의 문제점 분석을 통해 비상업용 지도 수요자에게는 무상으로 공급하고, 부가가치제품을 생산 판매하는 상업용 회사에게는 저작권료 방식을 도입하는 것이 가장 합리적이라는 결론을 도출하였다. 본 연구에서 도출된 정책이 반영된다면, 우리나라의 공간정보산업이 활성화 될 수 있고, 지도제작기관기관의 신뢰성 확보에 기여하고, 최종적으로 국민에게 보다 다양하고 정확한 지도성과물을 제공하는 등의 효과를 기대할 수 있을 것으로 판단된다.
Abstract
The purpose of this study is to make a new price policy for creating good circulation of spatial information market, namely induce the development of related industry, encourage more investment, and provide better spatial information service to the general public. To achieve the goal, the author investigated and analyzed the copyright of law in Korea, the status of protection of copyright of digital map in foreign countries such as U.S.A., Japan, Australia and Germany. Based on the analysis of problems of spatial information market, the author drawn the conclusion that spatial information should be distributed freely to the non-commercial users and in royalty-based for the commercial users, respectively. With this suggested policy, it is expected that the spatial information market to be rapidly activated, the mapping agencies to get more credibility, and the citizens to get more enhanced map services.
