대만의 지적조사 규정 고찰

Abstract

The government plans to begin cadastral renovation projects in 2012 after the legislation and enactment of the Special Acts of Sep. 16, 2011. Despite the fact the Special Acts defines the relationship with the Laws related to Measurements, Waterway Studies, and Cadastral Map Surveys, there arises the necessity to establish legislations subordinate to the Special Acts as its Article 10, Clause 3 dictates the general proceedings related to the survey scopes of parcel measurements, the objects and items of initial surveys, and the methodology of meeting the requirements of the Parcel Survey Document should refer to the decrees of the Ministry of Land, Transport and Maritime Affairs. This study aims to look into the preparation phase, survey phase, and verification phase of the rules of Cadastral Map Resurvey Projects of Taiwan based on the General Guidelines of Cadastral Map Project Acts, the document defining the practical proceedings of the cadastral map survey projects. This study is significant in reviewing and proposing contemporary and practical rules by looking into the limits of data available from previous researches of Taiwanese case studies cited among the scholars and government bodies as successful examples of cadastral map resurvey projects as well as providing one important materials to refer to in establishing and amending legislations subordinate to the Special Acts for the successful implementation of domestic cadastral map resurvey projects.
