전세계적으로 형성되고 있는 지역 공동체는 동아시아에도 예외는 아니다. 그러나 동아시아의 경우 역사적, 문화적 배경이 다양할 뿐만 아니라 정치구조가 다르다 보니 지역통합을 위한 활발한 움직임을 보이지 못하고 있다. 그런 가운데 일본은 EPA전략을가지고 동아시아 경제공동체, 나아가 동아시아공동체 형성에서 주도권을 취하려고 하고 있다. 일본의 동아시아공동체 추진의 핵심인 EPA의 성공여부는 일본 경제의 향후 전개뿐만 아니라 동아시아 지역에도 상당한 영향을 미치겠지만, 그에 앞서 선행되어야 할 것들이 분명히 있다. 즉, 일본이 동아시아 국가들과 상호신뢰를 구축하고 중국 및 한국과 협력관계를 수립하지 않는 이상 동아시아 경제공동체 성립은 어려울 것이며, 하물며 경제공동체를 초월하여 이를 발전시킨 공동체 성립은 실현 불가능할 수도 있다는것이다. 물론 동아시아에는 경제공동체를 성립시킬 만한 경제적 가능성은 충분히 있지만, 이의 성립여부는 한·중·일 간에 상호 신뢰관계가 형성되는가 아닌가에 달려있다고 해도 과언은 아니다.
Abstract
It is no exception for East Asia to form a regional community as it is world widely spread. However, since the historical and cultural backgrounds of the countries in East Asia are diverse and each country has a different political structure, it is difficult to make a vigorous movement for forming a regional community. In this circumstance, Japan’s EPA(Economic Partnership Agreement) strategy aims at enhancing its political and economical voice by building up an international environment beneficial to Japan as well as maintaining its control over the East Asia community. The success of the EPA which is Japan’s core strategy for forming a regional community in East Asia, will affect not only the future direction of Japan’s economy, but also whole regions in East Asia. However, because of Japan’s historical issues, its competitive relationship with China, and the nuclear issue of North Korea, it is a dominating opinion that it will be hard for Japan to have control over the East Asia community as a leader country unless Japan puts great effort on building trust between countries in East Asia and sets up a cooperative system with Korea and China. Even though East Asia has economic possibilities to form an economic community, it depends on how Korea, Japan, and China form a strong relationship.
