Abstract
In this paper, by analyzing the electoral law of 2010, we argue that democratization in China has begun. The law substantially ensures equality and transparency in elections in order to hold free and fair elections, the key element in the exercise of democracy. First, the 2010 election law gives voters in both rural and urban the 1:1 value of vote. This revision increases the probability of rural citizens and ethnic minorities to be elected. As a result, the amendment leads various interests of different segments of society to be reflected not only in the election result but also the political process. Second, the law stipulates duties and authorities of the election committee in more detail. Through articulating how election committees should administrate elections, the amendment substantially improves transparency in the election committee. Lastly, the 2010 election law more actively guarantees voters' right-to-know. It allows voters to meet candidates. It also calls for candidates to explain their policy platforms to voters. Now, voters can make a candidate choice by evaluating each running-candidate' policies and qualities. Furthermore, the amendment fosters free election competition among candidates. Particularly, it helps independent candidates to be more competitive, who have been disadvantaged in name recognition, compared to party-recommended candidates.
