Abstract
With the beginning of the 21st century, the US has spent enormous amount of money and power into the “war on terror,” and also suffered financial crisis which has led to the further loss of its national power. During the same period, China has focused its full attention on economic development and military modernization, emerging as a great power that has the potential to replace the US hegemony. The US and China, respectively as an established power and a rising power, have begun to form a relationship of cooperation as well as of competition as they try to push for their “Asia-Pacific Rebalance” and the “establishment of Sino-US new type of great power relations.” Through “Rebalance,” the US aims at securing its leadership in the region, while China seeks through the “establishment of Sino-US new type of great power relations” to rise further to become a super power or global power beyond a mere rising or regional power. This article purports to examine the developments and current situation of the “rebalance” and the “establishment of Sino-US new type of great power relations” and, based on that evaluation, also to briefly predict how these strategies shall develop. The US and China, respectively through their strategic frameworks, try to secure their national status and interests in the region, and the realms their strategies cover are comprehensive to include not only security and prosperity but also values. The US identifies itself as leader, and for that reason, tries to check and guide China whereas China seeks to preserve its own values and exclusiveness as a potential future leader while recognizing the military and economic superiority of the US. Notwithstanding the across the board exchange and cooperation, it can be said that the US and China have entered the initial stage of power transition, and whether they proceed to the next stage will be dependant upon several variables such as their ability for mutual nuclear deterrence, economic development, accordance with universal values, change of leaderships, etc.
