전문성 제고의 대안으로서 사회복지개업실천에 관한 고찰

초록

사회복지사의 개업실천은 미국을 비롯한 서구에서 사회복지사의 전문성 향상을 견인하는 하나의 대안으로 교육과정에 포함되어 왔지만, 아직까지 한국에서는 이에 대한 본격적인 논의가 진행된 바가 없다. 따라서 본 연구에서는 사회복지개업실천에 관한 기존 문헌 및 연구조사들을 바탕으로 개업실천의 필요성을 서비스 이용자 측면과 사회복지사 측면으로 나누어 살펴보고, 개업실천에 대한 기존의 오해와 우려들을 재검토해 보았다. 그리고 미국, 영국, 호주, 뉴질랜드, 스웨덴을 중심으로 개업실천의 전개과정과 현행 관련 제도 및 그 역할 등을 정리하여 기관실천과 개업실천이 어떠한 관계구도 속에서 작동하는지를 알아보았다. 또한 비록 소수이지만 지금까지 한국에서 선구적으로 개업실천을 시행해 온 기관들 중 7개 기관을 중심으로 사례조사를 시행하여 그들의 경험으로 통해 경영 노하우와 개업실천의 현실적 장애들을 검토해 보았다. 이를 바탕으로 한국에서 개업실천의 활성화를 위한 교육적, 제도적, 전문가적 차원의 대안들을 제시하였다.

Abstract

Social worker's private practice at the United States of America and Europe has become an alternative to professionalization. However, earnest and open discussion about private practice is not gone in Korea up to now. Therefore, in this study, necessities of private practice were investigated in the both sides of clients and social workers through existing literatures. And misunderstandings and worries about private practice were reappraised. And through looking at the process of development, current system, and function of private practices in the United States of America, Britain, Australia, New Zealand, and Sweden, the relationship between agency practice and private practice was analysed. Also, we interviewed 7 social workers among a few pioneering private practice workers in Korea. Their experiences gave us management know-how and realistic issues of private practice. On the basis of these findings, educational, systematic, and professional coping strategies were suggested for activating private practice in Korea.
