지적법규상 지적측량 관련규정의 변천과정에 관한 연구

지적측량은 1910년대에 작성된 도면을 사용해 등록된 도상경계와 지상의 현실경계를 비교하여 경계복원측량 등의 지적측량업무를 수행하고 있다. 그러나 과거 등록당시 측량장비와 1세기가 지난 오늘날의 측량장비는 정확도에서 많은 차이가 발생하고 있어 이로 인하여 경계복원측량 등의 측량결과 결정에 많은 문제점이 발생하 고 있다. 또한, 최근에는 등록당시의 측판측량방법 대신 토탈측량시스템을 개발하여 업무에 사용하고 있다. 그러나 측정단위의 변천에 따라 측량성과에 대한 정밀도는 높아졌으나 측량방법의 개선에 따른 관련규정 미비로 불일치 도면에 대한 수정과 정비가 제대로 이루어지지 않고 있어 측량결과에 대한 오차 발생으로 새로운 문제점 이 발생하고 있다. 따라서 이러한 문제점을 해결하고 과거 측량규정에 대한 변천과정을 통해서 앞으로 개선해야 할 내용에 대하여 살펴보고자 한다.
Abstract
Cadastral Surveying is being performed by comparison of the boundaries on Earth surface and those on cadastral maps produced in 1910's. However, problems frequently have arisen with survey results because there is a big difference in accuracy between the survey equipment nowadays and what was used at the land registration stage 1 century ago. Moreover, Total Survey System was recently developed and applied in the field instead of Plane Table Method which had been used from the registration stage. The related laws and regulations have not catched up with the improvement of modern survey methodology, which has brought misperformance of the timely revision and adjustment of inconsistent maps though the precision of the survey results has been increased as measuring units changed.
