일본은 2014년 사이버안보기본법을 제정함으로써 사이버 안보 정책의 기본 방향을 제시하게 되었다. 이로써 일본의 사이버 안보 전략과 외교는 새로운 단계에 진입했다는 평가를 받게 되었다. 이 연구는 일본이 사이버 안보 전략을 전통적인 군사 안보와 사이버 안보의 연계라는 관점에서 설명한다. 이 연구는 이를 ‘사이버 안보의 전통 안보화’와 ‘전통 안보의 사이버 안보화’로 개념화하여 설명한다. 사이버 안보의 전통 안보화가 사이버 대응 능력의 증대를 사이버 공간상의 문제나 경제적 손실에만 주목하지 않고, 국가 안보 증진이라는 거시적 맥락의 군사안보 문제로 인식하고 그에 대한 포괄적인 대응 체계를 갖추는 것을 뜻한다. 한편, 전통 안보의 사이버 안보화는 전통적인 군사안보 영역의 문제를 사이버 안보의 문제로 환원시키려는 시도로서 군사안보 목표를 위해 사이버 안보를 수단화하는 경향을 뜻한다. 사이버 안보의 전통 안보화는 사이버 위협으로 인해 초래될 수 있는 안보 위협에 초점을 맞추는 일본 정부의 인식의 전환과 관련이 있다. 전통 안보의 사이버 안보화는 일본 정부가 사이버 안보 관련 쟁점들을 국가안보전략, 특히 아베 정부 등장 이후 국가안보전략과 연계하여 추진하는 과정에서 발생하고 있다.
Abstract
Japan’s cyber security strategy entered into a new stage by enacting cyber security basic act in 2014, which stipulates the new direction of cyber security policy. This study attempts to explore the evolution of Japan’s cyber security strategy in terms of the relations between traditional security and cyber security. For this, I draw on concepts such as ‘securitization of cyber security’ and ‘cyber securitization of traditional security.’ Traditional securitization of cyber security occurs when the government and other key players do not approach cyber security related issues not just in terms of issues of cyber space or economic costs and benefits, but in terms of the broader military security perspectives. By contrast, cyber securitization of traditional security implies that they attempt to turn traditional military securitiy issues into cyber security related issues and take advantage of cyber security as a means to military security goals. While traditional securitization of cyber security has to do with perception changes by the Japanese government that focuses on security threats potentially arising from cyber threats. cyber securitization of traditional security takes place as the Abe government tries to link cyber security related issues to national security strategy.
