본 연구에서는 지적정보의 현재 위상과 과거로부터의 위상변화 내용을 분석하기 위하여 우선 분석 대상인 지적정보의 범위를 규정하고, 선행연구를 통해 지적정보의 공공성과 활용 현상에 대한 기초적인 분석을 시행하였다. 다음으로 지적정보 위상을 측정할 수 있는 방법을 개발하고 분석에 필요한 분류 기준 등을 마련하였다. 끝으로 앞서 개발 제시된 분석방법론에 따라 지적정보의 현재 위상과 그 위상의 변화과정을 분석하고, 산업분야별 지적정보의 위상과 지적정보의 상대적 중요도 변화 현상 등에 대하여 분석하였다. 분석 결과 우리나라에서 토지에 대한 기본 정보인 지적정보는 우리 생활 전반에 걸쳐 활용되고 있으며, 시대의 흐름에 맞추어 경제 사회의 발전에 기여하였음을 알 수 있었다. 또한 우리나라의 지적제도는 세지적 → 법지적 → 경제지적 → 정보지적으로의 변천되었음을 알 수 있다.
Abstract
In this study, we intend to analyze the status and relative importance of cadastral information and its contents historically by investigating institutional and legal arrangement and utilization of the land related information for the use and services of private and public sectors. By doing this, we develop and suggest analytical methodology to evaluate the utilization and relative importance of the cadastral information. Finally, the methodology is applied to find out the status and importance change of cadastral information and to analyze the implication of its status change. The results of the research show that historically the cadastral information are widely used in the public and private sectors and contribute to the economic development and social welfares. Consequently, the focused application areas of the cadastral data has been changed from tax oriented to law oriented, then to economy, finally to information oriented system.
