국내 지적선진화사업의 일환으로 아날로그(종이 도면) 형태의 지적을 디지털 형태의 지적으로 개편하는 지적재조사사업에 관한 연구가 진행 중에 있다. 이러한 지적재조사사업의 효율적인 목적 달성 및 지적제도의 현대화를 위해 해외 지적제도 사례를 고찰한 다양한 연구가 추진되고 있다. 이 중 유럽 국가 및 동남아시아 일부 국가의 지적제도에 관한 연구는 존재하나 북미 지적제도에 관한 연구는 전무한 상황이며 특히 지적제도를 체계적으로 비교·분석 할 수 있는 모형이 미비하다. 따라서 본 연구는 각 국가의 지적제도를 거시적인 관점에서 체계적으로 비교·분석 할 수 있는 모형을 개발하는데 초점을 두었으며 개발된 모형을 북미와 우리나라에 적용하여 그 결과를 비교·분석함으로써 향후 우리나라의 지적재조사사업 시 고려해야 할 사항을 제안하고자 하였다.
Abstract
As a part of the land registration record advancement project, a study concerning cadastral resurvey that reforms analog form (e.g. paper drawings) records into digital forms is currently underway. For an efficient achievement of the goal of this cadastral resurvey project and the modernization of cadastral system, variety of studies through cases of the overseas considering cases cadastral systems. however, studies on North American cadastral system have rarely been carried out in domestic country. although cadastral systems in European counties and several countries in South east Asian have been analyzed. Especially, if also needs to build models supporting systematic comparison and analysis for the cadastral systems. hence, this study focuses on developing a model that makes each cadastral system in several countries analyzed comparatively and systematically with macroscopic perspective by applying developed model to our country and North America. in addition. it is concerned that the developed model is applied in North America and South Korea for acquisition of considerations regarding the future of Korean Cadastral resurvey projects.
