Abstract

The tourism industry is highly vulnerable to environmental hazards. It has been affected by subsequent disasters and crises such as severe acute respiratory syndrome (SARS) and the Middle East respiratory syndrome (MERS) over the last years. In particular, the coronavirus disease (COVID-19) pandemic has led to huge disruptions of the global economy and a severe crisis in the tourism industry. The purpose of this study is to explore the officials’ perceptions and opinions on the importance and performance of the current government’s responses related to COVID-19 and the future directions and policies for effective tourism crisis management. A focus group interview and an expert survey were used to collect the data in April 2021. The results showed that the government officials perceive that international tourism cooperation and inbound tourism revitalization for the tourism industry are crucial. In particular, findings indicated that tourism recovery through the issuance and promotion of vaccine passports and the resumption of international tourism through the travel bubble agreement between countries are the most important policies. The result also showed that disaster relief emergency funds, a crisis management team, crisis management in the tourism sector, and the Tourism Promotions Act revisions are necessary for effective tourism crisis management. In addition, the importance of financial support policies that meet the needs of the industry, support for digital transformation in the traditional tourism industry, digital/Information and communications technology(ICT) education, and expansion of research and development(R&D) budgets were derived. From the findings, several implications for restarting the tourism industry stagnated by COVID-19 and responding to a more sustainable tourism crisis management policy are discussed in this paper.
