최근 우리나라 장애인복지관을 중심으로 발달장애인이 지역사회에서 한 시민으로서 권리를 누릴 수 있도록 지원하는 시민옹호가 확산되고 있다. 본 연구는 발달장애인의 주관적 견해에 중점을 두고, 당사자 중심의 시민옹호 모색을 위해 시민옹호에 대한 그들의 인식을 살펴보았다. 이를 위해 사람들의 인식을 파악하고 유형화하는데 적합한 Q방법론을 사용하였다. 연구 결과, 1유형 ‘관계중심 일상활동형’, 2유형 ‘지원받는 공동활동형’, 3유형 ‘공식적 도움받기 활동형’, 4유형 ‘공식적 협력활동형’ 등 4개의 인식유형을 도출하고, 유형별 특성을 분석하였다. 이를 기초로 시민옹호 실천 방향과 관련된 쟁점과 논의를 제시하였다.
Abstract
Citizen advocacy is a practice that supports people with developmental disabilities, which means the activity of understanding, responding, and representing the interests of the person through various activities while developing relationships with people at risk of social exclusion. The purpose of this study is to explore the perception of citizen advocacy through the voice of people with developmental disabilities and to propose a direction of citizen advocacy based on the their perception. To this end, the type of perception and characteristics of each type of people with developmental disabilities about citizen advocacy were identified through the Q methodology. As a result of this study, it was categorized into type 1‘relationship-oriented daily activity type', type 2‘support-based joint activity type', type 3‘formal help-based activity type’, type 4‘formal partnership activity type'. Based on the characteristics of each type, Discussions have been made on the direction of citizen advocacy.
