장애수당은 2010년 개편을 통해 경증장애인의 추가비용 부담 경감을 목적으로 10년 이상 시행되어 왔다. 그러나 급여액이 낮아 실제로는 장애로 인한 추가비용 보다는 일반적인 가구소비(가계지출, 비소비 지출, 식료품, 의류, 주거, 보건, 교통, 통신 등)에 사용될 가능성이 있다. 따라서 장애수당이 본래 목적에 부합하게 의료비, 교통비 등 장애 관련 추가비용으로 사용되고 있는지 정책 효과성을 평가할 필요가 있다. 이에 본 연구에서는 장애수당이 추가비용을 포함한 가구소비에 미친 영향을 실증적으로 분석하고자 한다. 분석 자료로는 장애인 삶 패널조사 2차(2019년)와 3차(2020년) 자료를 병합하여 2019년 횡단면 자료를 구성해 사용하였다. 독립변수는 장애수당 수급 여부, 종속변수는 장애 관련 추가비용 및 가구소비에 해당하는 비소비 지출 및 소비 지출 항목들이다. 분석방법은 경향점수 매칭을 실시한 후 다중회귀분석을 적용하였다. 그 결과 추가비용 보다는 가구소비 중 의류비, 주거 관련 비용으로 소비될 가능성이 높았다. 장애수당의 정책 목표 달성을 위해서는 급여 수준 현실화, 장애인연금의 부가급여와 장애수당을 통합하는 등 제도 전반의 재설계가 필요하다.
Abstract
The disability allowance (DA) was reformed in 2010 and has been in effect for more than 10 years. The program's primary objective is to alleviate the financial burden of additional costs for individuals with mild disabilities and their families. While the DA aims to cover disability-related additional costs, it may also lead to increases in various types of household consumption. Our research investigates whether the DA is more likely to be used for additional costs or general household consumption. Using merged data from the 1st and 2nd waves of the 2019 Living with Disabilities Panel Survey, we employed propensity score matching (Kernel method) and multiple regression analysis with propensity scores to determine the impact of DA on the likelihood of consumption for various expenditure types among individuals with mild disabilities. The independent variable was DA receipt, while dependent variables included 12 types of consumption expenditure and 6 types of additional costs. The main findings are as follows. The DA was more likely to lead to increased household consumption rather than covering additional disability-related costs. Receiving DA was associated with a decrease in total monthly household expenses related to disability (B=-0.263*, p<.05). DA receipt was linked to increases in average monthly household living expenses (B=0.073*, p<.05), clothing expenses (B=0.216*, p<.05), and housing-related costs (B=0.184**, p<.01). Based on the evidence found, we propose the following. To effectively compensate for the additional costs due to disability, the amount of the Disability Allowance (DA) must be increased. Furthermore, a comprehensive redesign of the system is necessary, including the integration of the disability pension's supplementary benefit and the DA.
